With two Sekkite characters:

• Character 1: Had 26 levels in fa.ri.of.ta, and 28 levels in fa.ri.of. Didn't get the ritual. Advanced fa.ri.of.ta to 56 (leaving all other skills untouched), and got it.
• Character 2: Had 36 levels in fa.ri.of.ta, and 25 levels in fa.ri.of. Didn't get the ritual. Advanced fa.ri.of.ta to 37 (bumping fa.ri.of up to 26, too) and got it.

Therefore, for Sek at least, Haunting must be gotten at 37 levels of fa.ri.of.ta.

As a Hattite: had 74 fa.ri.of.ta (and 71 fa.ri.of) and didn't get the the ritual, advanced fa.ri.of.ta to 75 (with fa.ri.of unchanged) and got it and Searing Touch.
